Niels Thygesen is Professor of Economics at the University of Copenhagen and senior research fellow at the Center for European Policy Studies (CEPS), Brussels. The present article is a revised and extended version of a presentation made at the conference 'Towards the financial integration of Europe' in the framework of the Rondinini Project, a joint initiative of the Istituto Affari Internazionali and Banca Nazionale dell'Agricoltura, in Rome, 7 May 1987.
