Joined-up Government of utilities: a meta-review on a public–public partnership and inter-municipal cooperation in the water and wastewater industries

ABSTRACT

Private-sector participation in public services delivery has been criticized due to unfulfilled expectations. In response, joined-up government is being introduced as an alternative approach to providing water and wastewater services. This approach involves the establishment of horizontal (i.e. inter-municipal cooperation) and vertical (i.e. public–public partnership) integration. Drawing on a meta-review focused on the water and wastewater industries, this study shows that both arrangements have positive aspects, such as cost savings. However, contractual schemes and inter-departmental coordination efforts must be carefully managed or they will fail. In addition, research on cooperation between public bodies is scarce and must be better coordinated concerning study aims and methods.

Rui Cunha Marques

Rui Cunha Marques is Graduated, Post-graduated, MSc, PhD and Postdoc (habilitation), is a Full Professor of the Scientific Area of Systems and Management of Infrastructure in the Department of Civil Engineering, Architecture and Geo-resources at the Instituto Superior Técnico of the University of Lisbon (IST), Portugal. He is a researcher of the Civil Engineering Research and Innovation for Sustainability of IST (CERIS /CESUR), of the Public Utility Research Centre (PURC) at the University of Florida and of the Centre of Local Government (CLG) at the University of New England in Australia, where he is a Visiting Professor at the Business School. His areas of expertise include regulation of public services, performance assessment, project management, procurement, particularly public–private partnerships and infrastructure services. He is the author of over 400 scientific publications in several countries, including 11 books and two theses and more than 130 refereed journal articles. He also produced more than 300 technical reports. Currently he is a consultant of the World Bank and in the past he collaborated with other international organizations, such as the European Investment Bank, the European Union, the United Nations and the Millennium Challenge Corporation, as well as with other government entities and public and private companies from several countries. He has developed work in more than 20 countries in the five continents.

Ricardo Corrêa Gomes

Ricardo Corrêa Gomes owns a PhD in Public Management from Aston Business School (UK) (2003). He is member of the Scientific Committee of the Public Administration and Government Division at Associação Nacional de Pós-Graduação e Pesquisa em Administração (ANPAD) for the period of 2013–2014. He is the Chair of the Business Research Degree Programme at University of Brasilia. He is an Associate Professor at Universidade de Brasília working both on undergraduate and pos-graduate courses, supervising Master and Doctoral students. His areas of interest includes public management, local government, performance management and stakeholder analysis. He is a member at large of the International Research Society for Public Management – IRSPM. He is a member of the Editorial Board of Public Management Review, International Journal of Public Sector Management (IJPSM), Emerald Emerging Markets Case Studies (EEMCS), International Journal of Public and Private Healthcare Management and Economics (IJPPHME), and Organizações & Sociedade (O&S).
