Alexey Arbatov

Alexey Arbatov is Director of the Center for International Security at the Institute of World Economy and International Relations, and is a full member of the Russian Academy of Sciences. He participated in the START I negotiations in 1990, served as deputy chair of the Defense Committee of the State Duma from 1994–2003, and headed the Non-Proliferation Program at the Carnegie Moscow Center from 2004–17.
