Abstract

PR‐STV and the Quota Borda System (QBS) are two excellent electoral systems, not least because they are both proportional and preferential. The former has been well tried in many settings; the latter has only recently been put to the test in an industrial dispute, under the commission of Mediation Northern Ireland. This article examines the two systems from both a practical and a theoretical standpoint.

Author biographies

Peter Emerson the director of the de Borda Institute, has stood in over a dozen elections in Northern Ireland—mainly under PR‐STV, but also under PR‐list and FPP; in addition, he has observed a score of elections, most of them TRS or PR‐list, for the Organisation for Security and Co‐operation in Europe in Central and Eastern Europe. His latest work is Designing an All‐Inclusive Democracy (Springer, 2007).
